I do need to find another place, I asked the guy behind the counter at D and J Hobbies where to launch an e-g size rocket and he drew me a map.
Ended up in an empty parking lot behind some large school.

Maybe if the propellant in the Experimental Composite Propellant book didn't give off black smoke...it wasn't much smoke but it hung in the air a while. What part of the formula can be modified to get rid of the black smoke?

Working on the paperwork for an LEUP, it is a lot easier than previously thought.

Not sure what propellant you are using, the book gives many, PM me with the formula and I'll look it over, and possibly suggest some changes.

Sorry for the multiple posts...but I just received a couple of pictures of the rockets my motors flew in this past weekend.

How does the dog react to a launch?

Dog is not a problem, he goes to launches at least once a month...

I would start by contacting a tripoli prefect in your area. Ask them for help and advise on helping out some students...be sure to mention the students, you'll likely get more help on that way.
