Hello- Retirees from NASA seem to be the driving force in the trend towards privitization of space travel. The following link contains information regarding the trend towards Plasma propulsion.

It is not happening just in the rocketry field, Hank. I know of a case of a NASA expert retiring and starting a pulsejet-based project.
