This is very similar to the Model T buzz coil philosophy, and something anyone could build easily enough. And it is very reliable.

You can do that with an old points style automotive coil and just about any normally closed relay. Power the relay though itself and it will pulse very rapidly. Use that pulsing power to run the coil and don't forget the points style capacitor hooked to the pos side of the coil.

A small bug-zapper from Walmart will do about as well and costs about $14.
At 27000 volts though, you're getting close to the ability to generate corona discharges. Not sure an amateur could build a corona discharge ignition, but it's a pretty interesting technology.
