Hi Darrel
Most probably,..... if they've been scavanged off a running turbo , the balance could be out , and theres only one way to be absolutely sure its OK and thats get it balanced on the shaft you intend using , and mark its orientation for future replacment after any disassembly work .
Cheers

What do you think the best way to balance them? I don't have any special machines.

Hi Darrel
Its not easy to just balance the wheel without a shaft thru it .
Wait until the rotating assembly is completed and get it balanced at a turbo repair shop .
Cheers

there's a simple method using duct tape detailed in the plans someone upload of the kj66 sometime ago, but as John pointed out, it has to be mounted in the shaft.
