How do you plan to deal with an unstable pulse jet frequency?

I designed a pulse jet engine that ran at 200 Hz. Tests showed it ran at 200 Hz plus and minus 4 to 5 Hz and some time as much as plus or minus 14 Hz. The engine sucks in the amount of air fuel it needs on each pulse and we get a max range of 186 Hz to 214 Hz and an average of 195 Hz to 205 Hz. This engine sucks in its own fuel based on how much air it sucks in. I think a fuel injector will be more accurate than random air suction. I think a very accurate fuel injection system will do much better than plus or minus 14 HZ. A more accurate fuel system will give a more accurate pulse rate even if the engine does try to suck in more or less air on each pulse. Even if the engine pulse rate is improved so max is 195 to 205 Hz and average is 198 to 202 Hz it is still not perfect. I don't think it is possible to make an engine run at exactly the same frequency without drifting off target.
