P R Jet a ramjet from a standing start
Looking at it as a pulse jet ( sat on a bench (no flow ) ) the Reynst blows little 'smoke rings' of very hot gas with very little thrust. This thrust will hit the vortex shaper at the front / top of the engine, and start to flow round in circles. Subsequent hot vortices coming of the Reynst will be captured by this circular motion and be moved to the centre of the toroidal vortex, where the will add to the existing vortex, making it faster and hotter. The air in the diffuser will be mechanically sucked in by the vortex and be pushed out of the back.
So at low speeds it is a pulse jet powered motor ram jet and at high speed it is a Reynst / vortex flame holder ram jet.

although i don't exactly understand your concept (is there fuel injected?) but powering it with a Reynst combuster is like powering it with a pj wich does not realy mean that it's a stationairy ramjet (reynst or pj simulate forward movement)

what i am sujesting is burning the fuel in Reynst at the back /bottem of the engine and using its exhaust gas, held in a stabelised vortex in place of the flame /flame holder.
i supose at high speed it might be posible to inject exstra fuel into the incoming air?
and yes you are right if held stationary the Reynst would have to move the air through it.
but engines should be built to move.
