I is a well know fact you can not change the laws of physics. Cold air contracts, an engine can suck in more oxygen in cold weather. More oxygen means the engine can burn more fuel. If you keep the fuel on ICE or DRY ICE this helps to super cool the intake air producing more power.

Where are you in AZ? I am moving to the Phoenix area I have been looking for a house with a workshop but so far workshops are NOT allowed in AZ.

You need a milling machine to make your own. If you don't have a milling machine you can take a machinist class at college or machinist classes at a vocational school.
