It is possible that the hose, not the valve, is the problem. First thing to check is for a flow limiter / excess flow device in the connector. These are typically visible just inside the POL (the connector that goes into the tank) and usually look something like a star washer backed up with a little...

El-Kablooey I found this on the web: "Stainless vs aluminum conductivity makes little difference in spheres/toroids (unless you're discharging kA-rms arcs, few do). Only when it is drawn into long thin wires does it make a noticible difference. Machining stainless vs aluminum is a whole other story....
