I don't know anything about ions but ozone can be made in at least two different ways that are simple and cheap:
1) Create a electrical flash in air
2) Radiate UV on air
Neither of them produces any big amounts though. For a private swimming pool you can buy systems generating up to about a gram per hour, you get more from flash systems than from UV systems.
Maybe you get ions in the same time?
Another thing I have heard about, but barely remember, is having air pass by a metal plate connected to a high DC voltage source, I think it was the negative voltage that created ions.
I also think new Volvo cars has built in ion and ozone generator in the front....
