I don't know about blueprints, but you can find the patent on the US Patent Office, it's patent no. 3,462,955, it's a good read too.
Go to http://patft.uspto.gov/netahtml/search-bool.html and search for 3,462,955.
Btw, I've spent most of the afternoon browsing through the uspto looking for and downloading pulsejet related patents, so far I've found about 75 of them. Most are pretty useless and some are downright ridiculous, but some of them are actually pretty interesting.
Anyway, If any of you are interested, I'll be happy to send you a list of relevant patents, or a tarbal of the downloaded files - just drop me an email.
